With city elections in Phoenix next month and 2016 races around the corner, Arizona regulators are warning people that they might need to pull up stakes on the many campaign signs on lawns and street corners.

Signs that were installed without prior inspection could create danger around utility lines and bring hefty fines, according to a longtime state law.

The Arizona Blue Stake law mandates that anyone doing excavation must have utility lines marked first. It's a law that was enacted in 1974 and has been enforced by the Arizona Corporation Commission.

Recently, the commission has been reminding campaigns and campaign supporters that the law applies to signs staked into turf. Anyone who wants to plant a sign must call 811, the nonprofit call center that arranges for utility locators to mark the locations of utility lines at no charge. The wait is normally about two days.

Abstract: Why has the Obama Administration, as part of its lawsuit against the Arizona statute that attempts to help enforce national immigration laws, not claimed that the state law requires or allows illegal racial profiling? The answer is surprisingly simple: Arizona state law actually contains more stringent restrictions against racial profiling than federal guidelines published by the U.S. Department of Justice (DOJ). Consequently, if the Obama Adminis­tration files suit alleging that the Arizona law is illegal because it uses racial profiling and is discriminatory, it will also have to file suit against all of the federal law enforcement agents who follow DOJ’s Guidance on race profiling in law enforcement activities. Arkansas and Indiana have passed laws to quell the outcry over new "religious freedom" legislation that critics say encourages anti-gay discrimination.

With the benefit of hindsight, it is possible to trend their impact through longitudinal analysis. This paper assesses the impact of three strikes legislation in California and Washington; two states which have implemented uniquely divergent forms of mandatory sentencing. BERLIN (AP) — A German attorney representing some 30 families of victims of the March Germanwings plane crash says his clients are rejecting the airline's initial compensation offer as far too low.

In an email, lawyer Elmar Giemulla said Saturday he had written Lufthansa, Germanwings' parent company, to say their offer of 25,000 euros ($27,200) compensation for each victim covered by German law and payments of 10,000 euros ($10,830) each to victims' immediate relatives must be significantly raised.

He's asking Lufthansa for a lower six-figure sum in each category and for the airline to broaden how it defines immediate relative.

The U.S. Supreme Court ruled largely in favor of the federal government in a case involving Arizona's immigration law (SB1070), striking down most of its key provisions. However, it upheld the most controversial provision involving police checks on people's immigration status while enforcing other laws.

The majority included Justice Anthony Kennedy, Chief Justice John Roberts, Justice Steven Breyer, Justice Ruth Bader Ginsburg and Justice Sonia Sotomayor.
