The issue with respect to Religious Freedom Restoration Acts (RFRAs) is whether people should be allowed to practice their religion, even when their acts would otherwise be illegal, if they are not doing any real harm. The American tradition of religious liberty has exempted religious practices since the seventeenth century. Quakers in colonial times didn't have to swear oaths, or serve in the militia.

Sometimes this is entirely uncontroversial. It is illegal to give alcohol to minors, but no one thinks that law should be applied to communion wine, or seder wine at the Jewish Passover.

For a time, the federal Free Exercise Clause (part of the First Amendment) required religious exemptions unless the government had a compelling interest in enforcing its regulation. In the late 1800s, Vilfredo Pareto, an economist, established that 80% of the land in Italy was owned by 20% of the population. This was the first instantiation of a socio-economic law that soon appeared to have universal scope.

The Pareto law, in its generalized form, states that 80 % of the objectives - or more generally the effects - are achieved with 20 % of the means - or more generally the causes or the agents. Subsequently, it takes 80 % of the means to achieve the remaining 20 % of the objectives. In other words, the cost required to move from 80 % to 100 % of the objective is four times bigger than the one required to move from 0 % to 80 %.

Practically, this entails that, beyond a certain threshold, the marginal cost of improving a situation further (e.g. to increase one's market share in a given market segment) becomes prohibitively high.

Cannabis for medical use in Oregon was approved via Ballot Measure 67 by 55% of voters on Nov. 3, 1998, finally becoming effective on December 3, 1998

The law removes state-level criminal penalties on the use, possession and cultivation of marijuana by patients who possess a signed recommendation from their physician stating that marijuana may mitigate his or her debilitating symptoms.

House Bill 3052, which became effective on July 21, 1999 issued the following directive:

Patients (or their caregivers) may only cultivate marijuana in one location, and requires that patients must be diagnosed by their physicians at least 12 months prior to an arrest in order to present an affirmative defense. Although Virginia does not have a dog bite statute, a person can be compensated if he was bitten as the result of the owner's negligence. Some precedents in international criminal law can be found in the time before the First World War. However, it was only after the war that a truly international criminal tribunal was envisaged to try perpetrators of crimes committed in this period. Thus, the Treaty of Versailles stated that an international tribunal was to be set up to try Kaiser Wilhelm II of Germany. In the event however, the Kaiser was granted asylum in the Netherlands. After the Second World War. the Allied powers set up an international tribunal to try not only war crimes. but crimes against humanity committed under the Nazi regime. Getting a professional degree can be a long and rigorous process. Two of the most difficult advanced degrees are a Doctorate of Medicine (MD) and a Juris Doctor (JD). Some universities offer joint MD/JD programs to reduce the amount of time needed to get both degrees from seven years to six.

While medicine and the law often intersect in the real world, joint MD and JD degree programs focus on two very different curricula. The combination of both requires a studious and determined student. At most universities offering the program, including Duke University, students are required to apply separately to the School of Medicine and the School of Law. If accepted into both programs, they are eligible for the dual degree program. Many universities, like the University of Chicago's School of Medicine, encourage candidates to apply for the law school after the first two years of the medical school program to be sure that they are not overwhelmed by the academic challenge.
