The oldest and largest provider of legal services in the United States to its community was founded in 1876. The Legal Aid Society's main function is to provide free legal services to the people living in New York who are living at or below the poverty level. This will help to ensure that the justice system does not miss out on these groups of people who cannot afford to hire a lawyer. These groups of people are unable to even have enough for their daily basic necessities much say a lawyer should they require one when they face a legal situation. The Legal Aid Society basically provides services such as criminal defence and juvenile representation in Family Court for these groups of people in New York.

The Health Insurance Portability and Accountability Act (HIPAA) was enacted by the U.S. Congress in 1996. The Act is massive in scope with five separate Titles. Title II of HIPAA, known as the Administrative Simplification provisions, requires the establishment of national standards for electronic health care transactions and national identifiers for providers, health insurance plans, and employers. The Administrative Simplification provisions also address the security and privacy of health data. The standards are meant to improve the efficiency and effectiveness of the nation's health care system by encouraging the widespread use of electronic data interchange.

The U.S Department of Health Human Services (HHS) recently adopted new rules which make changes to existing privacy, security and breach notification requirements in what is often referred to as the final "HIPAA Omnibus Rule." These new rules stem from changes made under the Health Information Technology for Economic and Clinical Health (HITECH) Act which is part of the same law that created the Electronic Health Records (EHRs) Incentive Program under Medicare and Medicaid.
All covered physician practices must update their HIPAA policies and procedures and otherwise implement the changes required by these regulations no later than the September 23, 2013 compliance date. #HIPAA Preemption Charts
The Health Insurance Portability and Accountability Act of 1996 ("HIPAA") gave the federal Department of Health and Human Services ("HHS") the authority to promulgate regulations containing standards with respect to the privacy of individually identifiable health information. HIPAA provided that such standards shall not supersede State law that imposes more stringent standards (P.L. 104-191, 264(c)). HHS promulgated the federal standards, and they are now in Parts 160 and 164 of Title 45 of the Code of Federal Regulations (the "Privacy Rule").
Under the Supremacy Clause of the U.S. Constitution, federal law preempts State law when preemption is the clear and manifest purpose of Congress. In instances where the purpose of Congress is not clear, only the judicial branch of government can determine whether a federal law preempts a State law under the Supremacy Clause.

With the exception of Native Americans, all persons living in the United States are descended from immigrants or slaves who came to the country during the last 400 years. By the late seventeenth century, foreign-born persons constituted seventy-five percent of the American population.

Following the Civil War, however, states began to pass their own immigration statutes. Kentucky Revised Statute Section 244.170 provides that “No person shall buy, bargain, sell, loan, own, possess or knowingly transport any apparatus designed for the unlawful manufacture of alcoholic beverages”. Therefore, the argument that a still is ‘designed’ to manufacture alcohol is an easy one for authorities to make. If substantial evidence could be shown that the still was designed and used only for water purification, or some other purpose, it’s possible that prosecution could be avoided, but it may be difficult given the way that the statute is written.
