I have a question regarding to the changes to come on immigration law. My file was received by the Buffalo office in January 2nd , but I only received my AOR on March 10th .

Am I going to be under the current law or the new one to come?

I do not understand when they say “Those who applied before February 27, , will not be subject to the new proposed provisions in the legislation.”

Does it means, received AOR before February 27, or those who sent the application before February 27, ?

Here is what the CIC website says:

Q7. What happens to someone who has already applied to immigrate to Canada? How will the new amendments affect them?

Those who applied before February 27, , will not be subject to the new proposed provisions in the legislation. These provisions, once passed, will apply to applications received on or after February 27, .
