No matter how good a job you've done creating your bylaws, sooner or later you'll need to change something. Robert's Rules encourages creating bylaws that can't be too easily amended, but amending them isn't so difficult that you can't consider and make changes within a reasonable time when necessary.

Setting the conditions for amending your bylaws

In amending a previously adopted bylaw, make sure that the rights of all members continue to be protected. The surest way to provide this protection is to prevent bylaws from being changed without first giving every member an opportunity to weigh in on a change. And bylaws should never be changed as long as a minority greater than one-third disagrees with the proposal.

There are mandatory safety belt laws in all states except New Hampshire. In some states, these laws cover front-seat occupants only, but belt laws in 28 states and the District of Columbia cover all rear-seat occupants, too.

Belt use laws in only 34 states and the District of Columbia are primary, meaning police may stop vehicles solely for belt law violations. In other jurisdictions, police must have some other reason to stop a vehicle before citing an occupant for failing to buckle up.

Safety belt use can have implications in civil suits 16 states allow the safety belt defense, which can reduce damages collected by someone in a crash if the person failed to buckle up. Stephen Brown, the assistant dean of enrollment at the Fordham University School of Law, knows the angst that comes with meeting a law school representative. "Shoplifting" generally refers to the theft of merchandise from a store or place of business. Shoplifting is a type of larceny. which simply means taking the property of someone else without their permission, and with the intent to permanently deprive the owner of the property taken.

Though states may punish shoplifting under their general larceny or theft statutes, many states have enacted statutes to specifically address shoplifting. States may refer to the crime by different names, including "retail theft" and "concealment of merchandise."

These state laws vary widely, but generally, shoplifting offenses includes two elements:

Window tint is measured in terms of visible light transmission, or VLT. VLT represents the percentage of light allowed to pass through the tinted window; the lower the VLT, the darker the window. Window tint, whether offered as a spray-on coating or an adhesive film, is sold with a VLT rating that falls into one of several categories: dark (20 VLT), medium (35 VLT) and light (50 VLT). Some brands of window tint are also available with a "limo" rating (5 VLT), which may be intended only for use on specialty applications and not passenger vehicles.

In regulating VLT under law, most states specify a minimum VLT for the front side windows, another for the rear side windows and another VLT for the vehicle's rear window. Windshields are usually required to be left at factory specifications that may actually include a mild tint or partial shading to reduce glare.

Every state has passed some sort of law or policy regarding bullying. Montana is the only state that has passed a statewide policy discussing bullying without having enacted a statute specifically prohibiting it. All other states have at least passed a law defining bullying and authorizing school officials or other authorities to take appropriate action to stop it. There is currently no federal law specifically addressing bullying, but other federal laws, such as civil rights and nondiscrimination laws, may require schools to intervene with certain types of bullying.

Although anti-bullying laws vary from state to state. they generally focus on listing the specific behaviors that constitute bullying. #Should law students buy new or used textbooks for their law school classes?

I advise a law student not to buy any textbooks, if 1) he or she wants to save money, 2) his or her studying philosophy and ways of thinking about law school subjects are similar to mine, 3) the law school library is sufficiently stocked and managed well enough, and 4) his or her view on the role of the law school in providing legal education is similar to mine.

I will elaborate my reasons below, but it must be understood that I was trained in a common law legal system and educated in a particular Asian law school with a curriculum and pedagogical method modeled largely upon the English style of legal education. I do not know if my advice will be relevant or applicable in a different context, like in a US or UK law school.
